Plustek OpticBook 3800


Plustek bills its OpticBook 3800 ($299 direct) as an entry-level book scanner, which is an apt description of this flatbed device. Although its overall scan quality proved mediocre, its design helps eliminate distortions by letting you scan right up to a book's spine, and its software reduces shadows and makes it easy to scan facing pages to a PDF without having to rotate the alternate pages individually. For those who need to scan books or book pages with any regularity, the OpticBook 3800 greatly facilitates the task, at a cost that won't break the bank.

You could use a standard flatbed scanner, or the one built into a multifunction printer (MFP), to scan book pages, and that may suffice if you need to do it infrequently. But unlike a normal flatbed scanner, the OpticBook 3800's platen glass goes right to the edge of the flatbed. This lets you scan up to the edge of the spine, with the page lying flat and the facing page and rest of the book hanging straight down (if you position the scanner at the edge of your desk or table). Thus, you eliminate having to crease the spine underneath the flatbed's cover, and the distortion and shadows this introduces in the scanned image.

The OpticBook 3800 uses the same hardware as the Plustek BookReader V100 ?($700 street, 3.5 stars) but different software. While the Plustek BookReader lets you OCR books and convert them to audio files?primarily for the benefit of the visually impaired?the 3800 is strictly for scanning to image or document files. Plustek numbers among the scanner's users college students?they're often sold at university bookstores?book dealers, even comic book collectors.

The OpticBook 3800 is a more basic model than the Plustek OpticBook 4800 ($800 street, 3.5 stars), based on an older design. A key difference between the two models is that the 3800 uses a traditional CCFL (cold cathode fluorescent lamp) light source, while the 4800's lamp is LED based. The Plustek 4800 is also slightly faster.

The 3800 has pretty much the same software as the Plustek 4800: Abbyy FineReader 9.0 Sprint for optical character recognition (OCR); Newsoft Presto! PageManager 7.23 and Plustek's own DI Capture 1.0 for document management; Presto! ImageFolio 4.5 for photo editing and photo editing; a Twain driver for scanning directly from most Windows programs that include a scan command; and Book Pavilion, a book-scanning program.

The OpticBook 3800 measures 4.1 by 17.8 by 11.2 inches (HWD) and weighs 7.5 pounds. The scanning area is slightly larger than letter size; it fits up to A4 paper. To the right of the platen, along with a delete button, are buttons for black and white, color, and grayscale scanning. In testing book scanning, I initiated scans both from the Book Pavilion scanning utility (which lets you scan to different file types and resolutions, choose between different sources: books, magazines, newspapers, art magazines, select filenames, automatically rotate pages or not) and from the scan buttons.

I timed the OpticBook 3800 in scanning book pages to 300 DPI grayscale PDF at an average of 11.6 seconds per page after a 10-second prescan. (With book pages, you'll probably want to preview each scan, as books can easily get knocked out of alignment.) This is reasonably close to the Plustek 4800's 9-second prescan and 9-second scan time average at the same resolution. Scan quality was mediocre. Type, whether large or small, didn't look particularly sharp (this was true whether I scanned in b/w, grayscale, or color modes). Switching to 600dpi nearly doubled the average scan time (to 22.7 seconds) but didn't significantly improve text quality. Type looked better at 1,200 dpi, but scan times averaged 1 minute 10 seconds per page for a grayscale image.

I also tried scanning a recent Batman comic in color at 300 and 1,200 dpi. The 1,200-dpi scans showed a little more detail than the lower-res ones, but probably not enough to justify the additional scanning times, and like the 300-dpi scans, the colors didn?t pop. I scanned the same comic at 300 dpi with the flatbed scanner built into my home MFP (a Kodak ESP 3.2): colors were richer than even the higher-resolution scans from the OpticBook 3800, with comparable detail. Processing the pages was much faster and simpler with the OpticBook 3800, however.

Being a flatbed scanner, the OpticBook 3800 isn't ideal for scanning multipage documents, as you have to open the cover, replace the page with a new one, and close the cover when scanning each new page. For anything more than the lightest-duty document scanning, you're better off with a sheetfed scanner, ideally one with an automatic document feeder (ADF). The good news is that the combination of the scanner and Abbyy FineReader Sprint 9.0 did very well in optical character recognition (OCR), reading our Times New Roman test file down to 6 points with no errors, and our Ariel test file at 6 points with a couple of dropped periods but no other errors. I also tried some photo scanning: The OpticBook 3800 did reasonably well in retaining detail, though colors were somewhat muted.

The Plustek OpticBook 3800 is best for scanning books or other printed matter with thick spines, though it also adds convenience to scanning magazines or other bound material. It can be used for document and photo scanning as well, though its lack of an ADF effectively limits it to short documents. The OpticBook 3800 sells for a much more modest price than the Plustek 4800.? Although its scan quality wasn't too impressive, it should be fine for many students or others who simply want to get book pages into electronic form.

Limiting food intake in monkeys fails to extend survival

Decades of research have linked low-calorie diets with extended survival, but a new report finds that rhesus monkeys on strict diets don?t live longer than their counterparts getting a standard diet.

The findings, reported August 29 in Nature, run counter to a 2009 study from the University of Wisconsin?Madison that showed a clear survival advantage in a calorie-restricted group of similar rhesus monkeys. Scientists suspect that differences in the two studies? designs might explain the discordant findings, leaving the question of longevity still dangling.

Both research groups will need to wait another decade or more before all the monkeys live out their lives. But the authors of the new study, conducted at a National Institute on Aging laboratory in Baltimore, say their data are unlikely to change, since calculations show that the chance of a survival difference arising in the remaining monkeys is exceedingly low.

?I don?t think one study overturns 75 years of research,? says Steven Austad, a bio-gerontologist at the University of Texas Health Science Center in San Antonio, who isn?t part of either study team. But he notes that most previous calorie-restriction studies have been done in short-lived animals. ?It?s always been possible that whatever you used to increase their lives might not work the same in long-lived animals.?

The median life span for a rhesus monkey in captivity is about 27 years, but some can reach age 40, says study coauthor Julie Mattison, a physiologist at the aging institute. The NIA study includes 121 monkeys, divided between calorie-restricted and standard-diet groups. Some monkeys were put on one diet or the other when they were already well into middle age. Others started on the regimen earlier in life, some very young.

Now, 23 years into the study, more than half of the monkeys have died and no survival advantage shows up from calorie restriction, the scientists report. The team considered only aging-related deaths attributable to causes such as heart disease, diabetes and cancer.

The calorie-restricted monkeys in the NIA study get about 25 to 30 percent fewer calories per day than normal, Mattison says. But she acknowledges that the control diet might also slightly underfeed the monkeys ? by perhaps 5 to 10 percent fewer calories. ?It may very well be that slight calorie restriction in the control animals, plus a nutritionally balanced diet,? limits the survival difference between the groups, Mattison says.

The Wisconsin study control monkeys get more food than the NIA controls ? a standard diet plus 20 extra grams of chow per day to eat as they wish. The NIA monkeys, on calorie restriction or not, get a variety of foods, whereas the Wisconsin monkeys all get standardized pellets. While both approaches provide essential nutrients and the same percentages of carbohydrates in the diet, the NIA monkeys get less sugar than the Wisconsin animals do.

?We don?t know what that difference really means yet,? says Ricki Colman, a biological anthropologist at the University of Wisconsin. ?Those are the kinds of things we will be looking at when we go through our data.? Austad observes that the NIA control monkeys weighed less and had less diabetes than the Wisconsin controls.

Looking beyond longevity, the value of calorie restriction ? in any species ? might lie in overall health, not just racking up years, Colman says.

Mattison agrees, noting that while the new study didn?t show a survival advantage from fewer calories, it did offer hints of a better life. None of the monkeys that were started on calorie restriction early on has developed cancer, she notes, compared with six monkeys in the standard-diet group.

But calorie restriction very early in life may come with risk. Some monkeys started very early on calorie restriction developed diabetes, even though they are far from obese, she says, and some show signs that their immune systems might not be as good as those in the control animals.

?Science thrives when people get a result they don?t expect,? Austad says. ?This study is going to provoke a lot of useful discussion.?

Romney to outline 'clear vision' for presidency

(AP) ? His convention speech finished, Republican Mitt Romney planned to outline a "clear vision of a Romney presidency" in a Thursday night address that's likely to touch on the storm bearing down on the Gulf Coast.

Strategists described the speech in broad terms Tuesday and said they had not discussed contingency plans for changing the timing or content of the prime-time address. Hurricane Isaac was expected to slam the Gulf Coast late Tuesday or early Wednesday.

Romney has largely completed work on the speech after months of preparation, according to senior aide Stuart Stevens, who worked closely with the presidential contender to craft what is likely the most important speech of his political career.

"It'll be a clear vision of a Romney presidency, and very much from his heart about America, and why he wants to be president and what his presidency would be like," Stevens told reporters traveling on the plane that brought Romney and his wife, Ann, to Tampa on Tuesday.

Stevens said the speech, about 40 minutes long, would also include some criticism of President Barack Obama.

"Overwhelmingly, a majority of Americans don't want to vote for this president. You see that over and over and over again," Stevens said. "It's still a choice. There will be an element of that."

Asked whether Romney would address the hurricane in his speech, Stevens said: "I think he'll speak to it, yeah."

Romney and his wife spent much of the weekend rehearsing their speeches near their New Hampshire summer home. Mrs. Romney addresses the convention Tuesday night and her husband will be on hand to watch. Mitt Romney speaks Thursday.

"We're always concerned about people's safety," Ann Romney said when asked about the storm.

Isaac, which delayed the start of the convention by a day, now threatens Louisiana and Alabama as Republicans are set to celebrate Romney's nomination.

Stevens acknowledged that the storm could affect whatever political boost Romney might get from the convention. Candidates typically receive a boost of public support after their party conventions. Polls suggest the race between Obama and Romney is very close.

"This convention's different because of the hurricane," Stevens said, adding that conventions are later in the year than they have been traditionally. "I think if the election were held tomorrow we'd win and win pretty easily."

(AP) ? U.S. stocks nosed higher in quiet trading Monday, with many traders still on summer vacation and investors waiting for signals from the Federal Reserve about help for the economy.

All three major stock indexes were up, but only slightly. Trading volume was light, typical for August.

Investors were looking ahead to Friday, when Federal Reserve Chairman Ben Bernanke speaks in Jackson Hole, Wyo. Investors will look for clues about whether the Fed will buy government bonds or take other action to speed the economic recovery.

In the absence of major economic developments, investors have been hanging on the chairman's every word. On Monday, with no Fed news, Apple played an outsized role in the market's performance.

Apple was up after a California court on Friday ruled that South Korea-based Samsung had copied some of the features and designs of Apple's iPhone and iPad. Apple stock rose $14.18, or 2.1 percent, to $677.40.

Earlier in the day, the stock hit $680.87, an all-time high. Last week, Apple became the biggest company in U.S. history by market value. It makes up more than 13 percent of the Nasdaq composite index, and 4.4 percent of the Standard & Poor's 500.

On Monday, the Nasdaq was up 11 points, or 0.4 percent, to 3,081. The S&P 500 was up four points, or 0.3 percent, to 1,415. The Dow Jones industrial average, which does not include Apple, languished. It was up five points, just 0.03 percent, to 13,163.

"The market is kind of on hold until Jackson Hole," said Randy Warren, chief investment officer of Warren Financial Service outside Philadelphia. "Probably Apple is the only thing that's moving the market today. It's stunning, how big they are."

Many investors are still on vacation until after Labor Day, and the ones who aren't have had to scrounge for developments to read the market.

With many European lawmakers on summer break, the debt crisis there has trudged along. The U.S. economy is sluggish, but not dramatically improving or worsening. China has shown signs of a slowdown, but not a recession.

Of 18 trading days this month, the Dow has moved more than 1 percent only once. On five days it has been virtually flat, moving less than one-tenth of a percentage point.

Still, reminders of the underlying strain in Europe were clear, even without any major developments.

Over the weekend, Germany's economy minister and finance minister both said they wouldn't give Greece a break on deadlines for adopting spending cuts that Germany has asked for.

On Monday, Germany's central bank head said that he opposed a bond-buying plan that could lower borrowing costs for countries like Spain and Italy but that would require Germany foot most of the bill.

French President Francois Hollande, usually a little more lenient with Greece, said Saturday that Greek leaders should be willing "to go all out" to meet the spending cuts and other obligations they agreed to for bailouts.

Bigger events lie ahead. German courts will decide next month whether Germany is constitutionally allowed to keep participating in bailouts. And an important debt report on Greece isn't due until late September at the earliest.

Shares of Hertz and Dollar Thrifty both rose after Hertz announced it would buy its rival. Hertz shares jumped 13 percent, or $1.64, to $14.79. Dollar Thrifty jumped $6, or 7.4 percent, to $87.

Best Buy, which has struggled to adapt its bricks-and-mortar stores to an online-shopping world, rose after announcing that the company's founder could pursue his plans to buy it.

Whether you sweated more or less this summer, it is important to recognize that whenever we change our routine we have a fresh opportunity to set ourselves up for success.

As we head into fall, think about your fitness and health goals for the remainder of 2012.

What would you like to achieve as you make the transition into fall?

Do you want to maintain your current level of commitment to your health or is it time to step it up?

And what can you do at home to augment this commitment?

For my regular clients, regardless of whether they work with me in their homes or at the studio, I?m a strong advocate of taking action towards their fitness goals in their time away from me. Even if you aren?t going to do a full workout routine on your own, regular stretching, self-myofascial release, and cardio work all assist in maintaining forward momentum between Personal Training and Pilates sessions.

Here are the top 5 pieces of equipment I recommend that my clients have at home to supplement our work:



1) A good mat
? Useful for all stretching and Pilates exercises you might do at home. Since I?m both a Pilates Instructor and Personal Trainer, I recommend something with a little bit of padding. These are usually called Pilates Mats or Aeromats. Yoga mats are just too thin, making it hard to kneel on or do any exercises that require rolling through your spine. If the mat?s too thick, exercises like plank or kneeling on all fours become really hard on the wrists. Click here for my favorite mat. Try the 72? version if you do a lot of Pilates at home.



2) A foam roller ? This is a major tool for addressing imbalances in the body. By rolling out key muscle areas, you can help rebuild tissue and encourage your body to work in better balance while working out. I also teach some other fascial release techniques for which you lay on the roller. There are different varieties of foam rollers out there on the market. They range in price based on durability and how packed (soft/hard) the material is. The basic white is the least durable, but also the cheapest. I usually go for the grey roller which is more packed and very durable. If your fascia is very tight, or you are very sensitive, you could purchase the EVA Foam Roller which is softer. Regardless of softness and color, for the maximum variety of exercises, purchase a full round 6? roller.



3) A stretching strap ? This strap has multiple loops so you can adjust for different exercises and your own flexibility. It evens comes with an illustrated chart of different stretches. This is a prime tool for a stretching method called AIS (Active Isolated Stretching). In this method, you work the opposing muscle in order to facilitate stretching of the desired muscle. It works very effectively, particularly for those who are very tight and seem unresponsive to other stretching methods.

4) A lacrosse ball or rubber ball?- These balls are another tool for self-myofascial release. Because they are small, they can get into areas of the body that are hard to reach with a foam roller (pectorals, gluts, shoulders, etc.) Rubber balls are less firm, so if you like a heavy hand, go with the lacrosse ball.


5) A ?magic? circle or Pilates ring ?- The magic circle (as it was originally named by Joseph Pilates), is both resistance and alignment tool that can be added to most mat exercises for additional challenge and biofeedback (so you have increased awareness about whether you are doing an exercise correctly or not). This?is the ring I use.

Hormel Institute receives $1.7 million for skin cancer study | Stem ...

AUSTIN A five-year federal grant totaling more than $1.7 million has been awarded for skin cancer research led by Dr. Rebecca Morris, leader of the stem cells and cancer section at the Hormel Institute.

Morris, whose research uses adult, non-human stem cells, has been working to identify stem cell-regulating genes for 10 years. She now has found a gene that appears to be linked to stem cell numbers and helping to protect against skin tumor development.

The gene also might have an immune function in the skin that can fight bacteria and protect against environmental damage. As stem cell research leads to discoveries to improve health, these cells can be obtained through various ways such as from adult tissue stem cells or through bio-engineering to avoid the ethical issues of how to secure stem cells for treatment.

The new project, funded through 2017, will further Morris? research on that gene and the idea that, through using the gene, stem cells could be used to function as a way to protect the body.

The down side of stem cells is that they seem to be targets for cancer development, Morris said.

This is exciting for us because a gene whose function is to protect may do double duty by regulating stem cell activity related to the immune system, she said. If we can identify this gene, then maybe we could find a way to turn off the stem cells if theyre growing too fast, such as in cancer and other diseases involving too rapid cell growth.

With the title Identification of a Keratinocyte Stem Cell Regulatory Gene in the KSC2 Locus, the project is funded through the National Institute of Arthritis and Musculoskeletal and Skin Diseases, part of the National Institutes of Health.

The key is to find the genes that control the number and growth potential of epidermal stem cells, Morris said. Then scientists could create more stem cells or make them grow faster, for example, to heal an ulcer or the thinning of skin from aging.

Morris, who joined the institute in 2008, focuses her research on stem cells responsible for healing wounds, maintaining normal tissue integrity and cancer. Her lab uses adult stems cells isolated from the skin through a technique Morris developed when she was a post-doctorate at MD Anderson Cancer Center in Houston.

New wave of technologies possible after ground-breaking analysis tool for nanometer devices developed

ScienceDaily (Aug. 26, 2012) ? The nuclear magnetic resonance apparatus -- developed by the University's Department of Physics and Astronomy -- will allow for further developments and new applications for nanotechnology which is increasingly used in harvesting solar energy, computing, communication developments and also in the medical field.

Scientists can now analyse nanostructures at an unprecedented level of detail without destroying the materials in the process, a limitation researchers across the world faced before the Sheffield experts' breakthrough.

Dr Alexander Tartakovskii, who led a team of researchers, said: "We have developed a new important tool for microscopy analysis of nanostructures. In the very tiny quantities of matter used in nanostructures the behaviour of electrons and photons is governed by new quantum effects, quite different from what happens in bulk materials. This makes them attractive for various new technologies.

"Development requires careful structural analysis, in order to understand how the nanostructures are formed, and how we can build them to enhance and control their useful properties. Existing structural analysis methods, key for the research and development of new materials, are invasive: a nanostructure would be irreversibly destroyed in the process of the experiment, and, as a result, the important link between the structural and electronic or photonic properties would usually be lost. This limitation is now overcome by our new techniques, which rely on inherently non-invasive nuclear magnetic resonance (NMR) probing."

The results open a new way of nano-engineering, a full characterisation of a new material and new semiconductor nano-device without destroying them meaning more research and development and device fabrication processes.

Dr Tarakovskii added: "We have developed new techniques which allowed unprecedented sensitivity and enhancement of the NMR signal in nanostructures. Particular nanostructures of interest in our research are semiconductor quantum dots, which are researched widely for their promising photonic applications, and potential for the use in a new type of computer hardware employing quantum logic.

"The result of our experiments was quite unexpected and changed our understanding of the architecture of these nanomaterials: we learned new information about the chemical composition of quantum dots, and also how atom alignment inside the dots deviates from that of a perfect crystal. Importantly, many more measurements of optical and magnetic properties can be done on the same quantum dots which have undergone the NMR probing."

The development of the new techniques and all experimental work was carried out by Dr Evgeny Chekhovich in the group of Dr Alexander Tartakovskii at the Department of Physics and Astronomy in Sheffield. Quantum dot samples used in this work have also been fabricated in Sheffield, in the EPSRC National Facility for III-V Semiconductor Technology.

Caterpillar: Lower Interests Coming For China?

This past year hasn't been kind to Caterpillar (CAT) by any means. After the 2008 crash, Caterpillar's stock price recovered rapidly and seemed to take off with no signs of slowing down. Times have changed though, and Caterpillar is facing some tough situations. The Chinese economic slowdown has caused Caterpillars sales to slow and has lead to a falling share price all throughout 2012 thus far.

Those who wonder what exactly is going on in China currently should know that the Chinese government has jacked up interest rates in an attempt to control rising real estate and high inflation. China's gross domestic product has grown only 7.6% year to year for Q2. The gross domestic product growth has also slowed for six consecutive quarters as China is still restricting its banks lending rates until they bring inflation levels down to a targeted 4%, which just recently occurred. The main industry impacted by the high interest rates has been the construction industry.

Aside from high interest rates hurting Caterpillar's revenues, Caterpillar has been hurt particularly badly due to its own poor estimates. Caterpillar thought China's interest (which started increasing in 2011) would ease up in 2012, increasing demand for equipment. The interest rates remained high though and Caterpillar overestimated construction equipment demand.

Since China's inflation rates have fallen below the targeted 4% rate, and have now hit a 30 month low of 1.8%, it can be expected that China will begin lowering interest rates. Pay close attention because if interest rate are lowered, Caterpillar's growth will resume. These current stock levels would be a great entry point for anyone looking to buy stocks involved in the construction industry. Other stocks to consider include John Deere (DE), Cliffs Natural Resources (CLF), Rio Tinto (RIO), and for a foreign company, Japan's Komatsu Ltd (KMTUY.PK).

South Africans mourn victims of platinum mine carnage

MARIKANA, South Africa (Reuters) - South Africans held a memorial service on Thursday at a mine where police shot dead 34 strikers, bloodshed that revived memories of apartheid-era violence and laid bare workers' anger over enduring inequalities since the end of white rule.

Some 500 people crammed into a marquee pitched at the platinum mine, near what has been dubbed the "Hill of Horror" where police opened fire on striking miners in the deadliest security incident since apartheid ended in 1994.

Crowds spilled out into the scorched, dusty fields outside, listening to hymns and prayers. Women wrapped in blankets wept and mourners placed flowers at the scene. Other memorials took place around the country, including in downtown Johannesburg.

"Such a killing of people, of children, who haven't done anything wrong and they didn't have to die this way," said Baba Goloza whose two sons died. He blamed mine owner Lonmin for not taking care of its workers at its Marikana mine, northwest of Johannesburg.

President Jacob Zuma, speaking in Pretoria, named a panel to look into the actions of Lonmin, the police and the unions engaged in a deadly rivalry - the long-established National Union of Mineworkers (NUM) and upstart Association of Mineworkers and Construction Union (AMCU).

In the days before the mass shootings, 10 people were killed in a turf war between the unions, including two police officers and a union shop steward hacked to death with machetes.

Members of both unions and their families, as well as ruling ANC officials, attended the nearly five-hour memorial service, which included uplifting songs and prayers for the dead.

After the service, some 2,000 AMCU workers wearing t-shirts emblazoned with party slogans climbed the hill where many had come under police fire a week ago, singing union songs and chanting their demands for wage increases. A police helicopter kept watch overhead.

LAUNCH PAD

The union feud exposed deadly levels of anger about low wages and what is seen as political favoritism in Africa's biggest economy.

The powerful NUM has been a launch pad to political power for several senior officials at the African National Congress (ANC) - the former liberation movement that has held power since the end of apartheid.

ANC Secretary General Gwede Mantashe, Zuma's right-hand man, was a NUM leader before joining the party.

AMCU accuses the NUM of not getting miners a good deal and of being too close to the mining companies - claims the bigger union denies.

The carnage at Marikana has also highlighted the ANC's failure to ease income disparity, which remains among the worst in the world, while many of its members are accused of using political connections to get rich.

Zuma's political rivals have accused his government of poor policing and caring more for corporate interests than workers' rights. The report from the investigative panel is due a month after he faces a party vote where he seeks re-election as its leader.

Several miners expressed anger at government ministers for visiting earlier in the week in luxury cars, driving past shantytowns and garbage-strewn fields around the mine.

"They come here in big fancy cars and bodyguards. They know nothing about being poor," one miner said to his colleagues as they listened to speeches.

South Africa's per capita GDP is over $8,000 a year but nearly 40 percent of the population live on less than $3 a day. Miners' wages have risen but many struggle to support an average of eight to 10 dependents.

CONTAGION

Industry officials are worried the Marikana labor strife could spread around the country where mining accounts for about 6 percent of gross domestic product.

Anglo American Platinum, the world's top producer, said on Wednesday it had received a demand for a pay increase. World No.2 platinum firm Impala Platinum (Implats) warned on Thursday that industrial action at could grow.

A violent six-week strike at Implats early this year sliced 21 percent off its full-year production and contributed to a drastic cut in its dividend.

Labor action by about 500 miners interrupted work at one shaft run by Royal Bafokeng Platinum on Wednesday, the company said.

"Foreign investors are asking if this is an indication of what we're going to see with much greater levels of industrial unrest," Nick Holland, chief executive of world no. 4 gold producer Gold Fields, told Reuters.

Concerns about South Africa, which holds 80 percent of the known reserves of platinum, have helped drive the price of the metal, used in jewelry and for catalytic converters in cars, to its highest since early May.

Contact Information vs. Commitment: Building Power Through ...

?This past April, there was a primary election in Illinois that featured a former MoveOn staffer, Ilya Sheyman, running against a conservative Democrat. MoveOn had 15,000 members in the district out of a total of 30,000 Democratic primary voters. And Ilya lost, badly. As the discussion emerged following this loss, I wrote a piece, ?Membership & Support in the Online Left.? My post focused around a comment from Matt Stoller, who wrote, ?If you can?t turn out your members to vote, then they aren?t really your members.?

In online organizing, most organizations tend to represent the possession of an email address as the threshold to call someone a member. The email may have been acquired through a long forgotten petition, a long past event RSVP, or even a modest donation to a timely campaign. But once we have that email address, we have ourselves a member.?

It becomes fundamentally challenging to the concept of building power through the size of our memberships if it turns out the people we think of as members do not think of themselves as belonging to our organizations. I wrote in April:

[P]art of the urgency for figuring out how advocacy groups can build meaningful relationships with activists unto them considering themselves members is that there are always fights being waged. If a major corporation does something destructive or if an elected official introduces legislation that would cause major harm, are groups going to be able to stop them with their email lists? Or are large and always growing lists the Maginot Line of modern progressive advocacy, built to look impressive, but not effective at achieving their purpose?

This is not a small question, but one which has the potential to speak to movement-wide efficacy (or, as the case may be, inefficacy)?

There are many forms of power, but one most common to progressive organizations is power that?s derived from large numbers of people working together. An organization with a small budget may not be able to achieve their goals through the power of money, but if they have hundreds of thousands of people standing behind them, they can affect change. Groups with larger memberships tend to be considered as more powerful than groups with small memberships- they are viewed as speaking for large constituencies of people. Their leaders have the membership as a source of validation in public discourse. Indeed, the difference between an organization or a leader having a voice in public debate and being marginalized from participation in serious public policy discussions is often tied to the perceived power of an organization?s membership. Grassroots power is so attractive that corporate front groups set up AstroTurf campaigns, meant to look like the product of member-driven activism, but without any base beyond the industry which funds it.?

It?s not shocking, then, that we seek to speak for as large a membership as possible.?

An organization having an individual?s email address is not a benchmark seen with ?how many offline organizations think about their membership. One common way community-based groups I work with seek to build leaders out of a larger community of constituents think about their membership is through concentric circles of engagement. The outermost is Constituents - the group of total people who could care about their work. The next is the Base - people who are engaged with the organization in some way, but aren?t really activists. The third smallest circle is Members - people who regularly do work with the group and think about it as part of their identity. The final, smallest circle is Leaders - people who have demonstrated a commitment to and responsibility for the stewardship of the organization.?

Implicit in this model of thinking is the recognition that only a small part of the universe an organization interacts with is a member they can count on. Membership has to be developed; the possession of contact information is not the same as organizational membership.

One powerful example of the promotion of an individual up through these circles comes from Occupy Our Homes Atlanta. Brigitte Walker came to Occupy Our Homes Atlanta after seeing a newspaper ad they?d put out seeking homeowners facing foreclosure. Brigitte, an Iraq War veteran, was on the verge of losing her home. She started working with Occupy Our Homes Atlanta as the center of a community organizing campaign against Chase Bank. After she won a permanent modification, Brigitte stayed involved with OOH ATL. She began canvassing her neighborhood for other people in foreclosure, hosting meetings of homeowners, and eventually taking a leading role as a member-activist with OOH ATL.?

Online organizers are certainly familiar with the idea that there are ever-shrinking circles of people ?who will do what an organization asks them to do. Out of the universe of email addresses, a subset opens an email. A smaller subset will click on any particular link, but generally speaking more people will sign a petition than will refer a friend than will write a letter than will make a donation than will attend an event than will hold an event than will do a form of civil disobedience.?

Isn?t it odd that we would take the most insignificant and high-volume form of relationship ? the possession of someone?s contact information ? as sufficient for membership? And aren?t we missing the obvious when we conflate email list size for membership size? Worst of all, as we see with the MoveOn primary example, when individuals are talked to and talked about by an organization with the presupposition that they are in fact members, does that organization risk failing to achieve important goals based on these assumptions?

As we explore this problem of how to think about our membership, more questions arise. If possessing an email address isn?t sufficient for membership, what relationships between organizations and individuals is sufficient to deploy the power we need for organizing? How can organizations build up these relationships to increase the size of their committed membership over time? More importantly, how do organizations deliver value to people such that the people will feel compelled to lend these organizations the power of their membership??

At a time when the right wing is advancing destructive policies of austerity, climate denial, union busting and bigotry, it?s more important than ever that progressives find ways to effectively build power and win.?

All of these questions are areas I?m hoping to explore at Web of Change 2012. Marianne Manilov and I are hosting a ?session, ?Membership & Building Power,? that will seek to address them, as well as look at organizing models which have proven successful for building relationships and power through grassroots membership. As much as these are questions connected to our systems of organizing, they are also problems that challenge how we think about the people whose power we seek to deploy to change the world. In other words, the perfect sort of fodder for Web of Change?s community of practitioners.

BANGKOK: -- The Xayaburi hydropower project is on schedule to begin supplying electricity in 2019, as the Laotian government has given no written notice of its cancellation or postponement, said Norkun Sitthiphong, permanent secretary of the Thai Energy Ministry.

He confirmed this after confusing reports in the past few months over the progress of the project.

Laos said it would update neighbouring countries, which are concerned about environmental impacts along the Mekong River, on the progress of the project and heed their advice. But Vietnamese officials said they had not received any such information.

On August 7, conservationists and residents from eight Thai provinces along the Mekong River lodged a petition with the Administrative Court against the Electricity Generating Authority of Thailand (Egat), the Energy Ministry and the Cabinet over their involvement with the Xayaburi dam. Much of the 1,285 megawatts of power from the US$3.8billion (Bt127billion) project will be sold to Thailand, as part of the country's revised Power Development Plan (PDP 2010).

Norkun said yesterday that the ministry had not been notified in writing by the Laotian government of cancellation or postponement of the project. He also expressed confidence that the power feed would begin on schedule, around October 2019.

"The Xayaburi power plant plays a crucial role in Thailand's power development. Aside from reasonable prices, hydropower also helps Thailand reduce its dependence on natural gas for power generation," he said.

He said the power purchase agreement signed by Egat and the developer had been approved by the Mekong River Commission (MRC), as required by the National Energy Policy Council. It was also screened by the Office of the AttorneyGeneral and disclosed to the public. He expects the project developer to clear up any further doubts.

The project is being developed by Xayaburi Power, which is 50 per cent owned by Ch Karnchang, 12.5 per cent by Electricity Generating (Egco Group), 25 per cent by Natee Synergy, 7 per cent by Bangkok Expressway, and 5 per cent by PT Construction and Irrigation. Natee Synergy is a subsidiary owned by PTT International. Ch Karnchang on April 17 signed a $2.4billion contract with Xayaburi Power.

Sahust Pratuknukul, president of Egco Group, said construction of the project had kicked off and his company had put in its investment. However, the construction work so far has focused on inland infrastructure such as roads, not yet reaching the Mekong River.

He said he was confident that the project would be ready for commercial operation in 2019 and that Xayaburi Power could clear up any points of concern.

Under the 29year power purchase contract, Egat will pay a fixed price for electricity. The average price of Bt2.16 per kilowatthour throughout the period at the border point of sale is lower than the Bt2.90 per kilowatthour for power from a coalfired plant and Bt4.30 from a gasfired plant.

On advice from the MRC, the Laotian government in May decided to suspend construction on the Mekong but allowed inland work.

BETTENDORF, Iowa ? Mitt Romney bounded into the battleground state of Iowa today, aided by a new, non-partisan government report that painted a grim picture of the state of the economy, using the new data to return his campaign?s narrative to his favorite catch phrase: the Obama economy isn?t working.

For Romney, it?s just the topic he?d hoped to return to following days that have been focused on contentious comments by Rep. Todd Akin, R-Mo., about abortion that have forced Romney and his running mate, Paul Ryan, to step into the fray and comment on the controversy.

The government report, released today by the Congressional Budget Office, estimated a $1.1 trillion deficit for 2012, and said that if the tax and spending cuts go through as planned in January that ?such fiscal tightening will lead to economic conditions in 2013 that will probably be considered a recession.?

The report also predicted that the country?s unemployment rate would remain above 8 percent for the rest of the year.

?President Obama, bless his heart, has tried to substitute government for free people and it has not worked and it?ll never work,? said Romney, who spoke at an aluminum casting manufacturer in eastern Iowa, his second trip to the state this month.

?I mentioned he said he?d cut the deficit in half; he doubled it,? Romney said. ?He said he?d get people good jobs. Instead, we?ve gone 42 straight months with unemployment over 8 percent, 23 million Americans out of work or stopped looking for work. It?s inexcusable.?

Romney did not mention the latest government report by name.

?You look at all of the debt of the country: why, it?s about the size of our entire economy,? said Romney.

Earlier today, the White House put out a statement on the report, pointing the blame back on the Republicans.

?Today?s Congressional Budget Office report only reinforces the urgent need for House Republicans to follow the Senate?s lead and pass a bill that gives middle class families the confidence that they won?t see their taxes go up at the beginning of next year,? wrote White House press secretary Jay Carney. ?But instead of doing the right thing, Republicans in Washington have chosen to double down on the same failed policies that led to the economic crisis in the first place. They?re willing to hold the middle class hostage unless we also give massive new tax cuts to millionaires and billionaires ? tax cuts we can?t afford that would do nothing to strengthen the economy.?
