Florida tourism rebounds in 2011, overseas visits up

ST. PETERSBURG, Fla. ? A flood of new visitors from Brazil and a stunning post-oil-spill rebound by Panhandle beaches were bright spots in 2011 for a Florida tourism industry that has weathered some hard times the past couple of years.

The $60 billion industry experienced modest growth this year, and officials expect a similar bump in 2012 as the nation's economy continues to improve and the BP oil spill that fouled the shores of Gulf Coast states last year becomes a more distant memory.

Numbers through September released by Visit Florida, the state's tourism agency, shows the volume of travelers to the state is up around 5 percent over the same stretch in 2010, driven by double-digit gains in overseas visitors. With a strong fourth quarter, Florida is on track to top 84 million visitors this year, the most since before the Great Recession when the industry was accustomed to solid growth year after year.

Final tallies for 2011 will be out early next year. Tourism is Florida's leading industry, employing around 1 million people and accounting for more than one-fifth of the state's total sales tax revenue.

"The (2011) numbers are a pretty clear indication that although we're not totally out of the economic challenges that we've been facing for the last three or four years, maybe people see a little bit of a light at the end of the tunnel," Visit Florida chief Chris Thompson said.

Latin America is always a strong sector for Florida tourism, but the number of visitors from Brazil - a country of 192 million people currently enjoying a booming economy - is up by at least a third, drawn to the state's theme parks, shopping, nightlife and international flair. Through September more visitors - and dollars - have come to Florida from Brazil than from the United Kingdom, which usually runs second to Canada in number of overseas tourists.

"What's happening is that (Brazilians) who have never been able to travel abroad before because they didn't have the means financially all of a sudden do have the means," said Denise Arencibia, director of Latin America outreach for Visit Florida. She added that Latin American countries "have remained stable where Europe and the U.S. are having a hard time economy-wise."

The other pleasant surprise was the Florida Panhandle beaches, which along with other Gulf Coast shores suffered in 2010 either from tar balls and sheen from the BP oil spill or the false perception that the entire coastline was fouled by crude. The spill killed summer 2010 for Panhandle hotels, condos, restaurants and attractions. This year, most of the beaches came back with record seasons.

The post-spill bounce was fueled partly by reparation money from BP to promote Gulf Coast beaches and some good luck - tropical storms and hurricanes stayed away.

Panama City set a new record for bed-tax revenue, which was up 20 percent over 2009, the previous best year.

"We're still not back to exactly where we should have been had there not been an oil spill, but we're getting close," said Dan Rowe, president of the Panama City Convention and Visitors Bureau. "By every estimation, it was a very, very good recovery here."

At the 2,400-acre Sandestin Gulf and Beach Resort in Destin, occupancy was up more than 26 percent through October over the same period in 2010. President John Russell attributes it to aggressive marketing, use of social media and making more rooms available through travel websites.

"We knew during the spill, especially after the well was capped, that we were really going to have to hustle to mitigate the damage and make sure we left it in 2010 and it didn't bleed over to 2011," Russell said. "We just didn't wait for the normal guests to come back because we didn't know that they would all come back, so we said let's find new people."

Tampa Bay-area beach hoteliers were wringing their hands in the late summer of 2010, plagued by the mistaken perception that BP oil was going to wash up any minute, when in reality it came nowhere close. They're breathing a little easier after a surprisingly good year.

Bed-tax revenue growth for the area was expected to be about 1 to 2 percent this year. Instead the number jumped nearly 8 percent for the 12-month period ending Sept. 30, said D.T. Minich, executive director of Visit St. Petersburg/Clearwater.

"I think there was some pent-up demand from people who had postponed or canceled their vacations, and I think we saw a return of people who may had gone somewhere else the year before" because of the threat of oil, Minich said.

Brian London, a Florida-based travel industry consultant, said he'd prefer to see more new huge "demand-generators," such as the popular Harry Potter theme park that opened at Universal Orlando in 2010, on the horizon. But he expects more measured growth next year and more big gains in the Canadian and Latin American markets.

"The numbers in 2012 are going to be positive coming off of 2011," he said. "However, all indicators will still not be at their pre-recession levels. We have yet to peak through that pre-recession high point."

(AP) ? Woody Guthrie's writings, recordings and artwork will land in his native state after an Oklahoma foundation bought the collection, with plans for a display that concentrates on his artistry rather than the populist politics that divided local opinion over the years.

Guthrie, known for the anthem, "This Land is Your Land" and his songs about the poor and downtrodden, is remembered mostly as a musician, composer and singer, but was also a literary figure and an artist, said Bob Blackburn, executive director of the Oklahoma Historical Society.

"Woody Guthrie was a crossroads of creativity," Blackburn said. "Woody Guthrie reveals so much about our history."

The George Kaiser Family Foundation, a charitable organization based in Tulsa, announced Wednesday that it purchased the archives and plans to open the Woody Guthrie Center in Tulsa by the end of 2012 to mark the centennial of the singer's birth.

The foundation did not disclose how much it paid for the collection, which includes the original handwritten copy of "This Land is Your Land." Also included are original musical recordings, handwritten songbooks and almost 3,000 song lyrics, rare books by and about Guthrie, more than 700 pieces of artwork, letters and postcards, more than 500 photographs, Guthrie's annotated record collection and personal papers detailing family matters, his World War II military service and musical career.

The archive had been housed in the Mount Kisco, New York, home of Nora Guthrie, the songwriter's daughter. Woody Guthrie, a native of Okemah, died of Huntington's disease, a hereditary neurodegenerative condition, in 1967 at the age of 55.

While Guthrie's social activism rubbed some conservative Oklahomans the wrong way, Blackburn said his songs reflect the down-to-earth sentiment of the state where he was born.

"Woody Guthrie never changed his opinion," Blackburn said. "Woody Guthrie was a populist who was fearful of big business, fearful of big government. That populist message came out of Oklahoma's red soil."

Oklahoma musician and music historian Steve Ripley, who has performed with Bob Dylan and also worked with Oklahoma native Leon Russell, said Guthrie's work influenced them and other musicians including Bruce Springsteen.

"Most people recognize him as America's songwriter," Ripley said. "He's so important in his own right. He's writing about everything, and that was his genius."

Guthrie did not have much of an audience for his music early in his career, Blackburn said, but his popularity soared during the economic and cultural tumult caused by the Great Depression.

"Only then did he really find an audience," Blackburn said. "As the country's attitude started changing, it came in line with Woody's populist origins."

Guthrie's popularity in his home state suffered as it became more politically conservative, and he was even portrayed as anti-American.

Ripley noted that during World War II, Guthrie penned songs that railed against fascism, including "All You Fascists Bound To Lose," and sang for troops to buoy their spirits while serving with the Army and U.S. Merchant Marine.

"He wrote so many great songs that are pointedly pro-American," Ripley said. "They weren't running around knocking America. That stuff was not let's tear down America. It was let's build up America."

Attitudes about Guthrie have shifted over the past decade as Oklahomans renewed their interest in his life and music, Blackburn said. Today, a portrait of Guthrie hangs in the rotunda of the Oklahoma State Capitol and the Woody Guthrie Folk Festival is held annually in Okemah to coincide with his birthday on July 12.

The new four-building arts hub in Tulsa will feature public displays from the Guthrie archives and research space for scholars and artists "so the story of this extraordinary Oklahoman can be told for generations to come," the George Kaiser Family Foundation's executive director Ken Levit said in a statement.

Blackburn said the archive will ensure that Guthrie's art remains timeless like that of another Oklahoma native, Will Rogers.

It "will be more than a collection of one man's art," he said. "It will be a tool for education, inspiration for artists and a window through which every man and woman anywhere in the world can search for a better understanding of the human experience."

The statement on sineadoconnor.com says "the marriage was 16 days. We lived together for 7 days only.. Until Xmas eve."

The statement says "from the moment myself and my husband got together ... there was intense pressure placed upon him by certain people in his life, not to be involved with me."

She adds: "As my good friend said `well, at least you got married in Vegas in a pink Cadillac! Can't get more Rock n Roll than that.'"

Roman Szendrey, who maintains the site, told The Associated Press by phone Wednesday the report is accurate and was personally posted by O'Connor.

Google Desktop Reviewed

One of the most irritating things about Windows is the extremely slow and inefficient search function. Imagine being able to run a Google search for items on your computer and getting results in a fraction of a second. With Google Desktop, you can do just that.

Google Desktop can be downloaded from http://desktop.google.com/.

System Requirements

Google Desktop runs on Windows 2000 SP3+ or Windows XP. Google Desktop installs both Google Desktop and Google Gadgets.

Google Desktop also runs on Mac OS X, but the Mac version does not currently support Google Gadgets. Similar functionality is already available in the Mac OS through Widgets.

The Setup

Google Desktop must catalog your hard drive, before it can search it. It can do so during idle time, which doesn?t seem to slow down the computer. You could also elect to get it over with quickly and have it search while the computer is still active doing other things. I didn?t notice an appreciable difference in processing speed either way, but I have a computer that?s less than a year old, so you may have different results.

Searches

Once Google Desktop has cataloged your hard drive, Searching for files and folders was never easier. Google Desktop looks like the Google web browser, and like the web browser, typing in a keyword search yields instant results that are ranked by relevance.

Google Desktop searches for more than just file names. Google Desktop can find email messages, documents, video files, and more. Google Desktop searches through the contents of the file to find relevant keywords. It also scans metadata, so it could find all songs from the same artist, for example. You could find related files you forgot you had.

Gadgets

The downside of Google Desktop is that it also installs Google Gadgets. If you like extra gadgets or gizmos on your desktop, you may enjoy them, but I found them to be annoying.

Gadgets are very similar in concept to Yahoo! Widgets. They?re mini applications that do everything from checking the weather to displaying unread Gmail messages as flowers in a flower pot. You can customize the Gadgets you?d like to use, including the same Gadgets you?d use on Google Personalized Home Page.

Sidebar

Gadgets usually rest in Sidebar, which is displayed on the right side of your computer desktop. By default it floats over other applications. If you have a small monitor or use applications that use a lot of screen real estate, such as video editing suites, you?ll want to toggle off the Sidebar float option.

If you find a Google Gadget particularly useful, you can drag it away from the Sidebar and position it wherever you choose on the desktop.

Deskbar

The Deskbar is a search box that rests in the Taskbar. You can also use a floating Deskbar, if you?d prefer.

Overall

Google Desktop searching is amazing. It really brings missing functionality to Windows. The Google Gadgets, however, are not quite as useful. They would be better left inside Google Personalized Home Page.

Argentine president diagnosed with thyroid cancer (Reuters)

BUENOS AIRES (Reuters) ? Argentine President Cristina Fernandez has thyroid cancer and will undergo surgery next month, her government said on Tuesday, adding that the cancerous cells had not spread.

Fernandez, 58, was easily elected to a second four-year term in October, vowing to deepen her unorthodox policies despite complaints from business leaders who say her heavy-handed management of the economy is stifling investment.

Fernandez was diagnosed with a papillary carcinoma that has not metastasized, said her spokesman, Alfredo Scoccimarro. The operation is scheduled to take place on January 4 and she is expected to take a leave of absence until January 24.

"The thyroid gland will have to be removed," said Buenos Aires-based cancer specialist Julio Moreno. "The prognosis is very good. The chances of being cured are 90 to 98 percent."

The cancer was detected last week during a routine check. Papillary carcinoma is the most common type of thyroid cancer and normally affects people under the age of 40, especially women.

A skilled orator fond of glamorous clothes, high heels and make-up, Fernandez still wears black as she mourns her husband and closest advisor, former President Nestor Kirchner, who died late last year.

When Kirchner died, many thought it spelled the end of the couple's idiosyncratic blend of state intervention, nationalist rhetoric and the championing of human rights in grains exporting powerhouse Argentina, the world's No. 3 soybean supplier.

But Fernandez pulled off a remarkable comeback on the back of a brisk economic expansion and an outpouring of public sympathy. She was re-elected with 54 percent of the vote, promising to stay true to her policies despite objections from Wall Street and international investors.

Latin America's No. 3 economy is growing at nearly 9 percent a year. But a worsening global economic outlook combined with entrenched high inflation at home are seen reining in Argentina's growth to about 4 percent next year.

Fernandez is one of several Latin American leaders to have cancer. Venezuelan President Hugo Chavez underwent chemotherapy earlier this year while Paraguayan President Fernando Lugo's lymphatic cancer is in remission.

And former Brazilian leader Luiz Inacio Lula da Silva is being successfully treated for a cancerous tumor on his Larynx, according to his doctors.

ImageHalloween in Danvers again. It's a year-round bonanza of fun, even the adults are dressing up and going around the neighborhood. The teenagers, on the other hand, are all dressed up in their costumes, partying wherever they can find that's well beyond the reach of adults. The Ripley twins are just two of the many who go out on dares on this spooky night. Who doesn't want to have a nice little scare on this time of year? With just a little liquid courage in their systems, they dare each other on how long one can last in the barn without running outside. Little did they know that this first time visit to the barn would change everything.
The Ripleys are descendants of a witch who escaped prosecution from the Salem Witch Trials. Danvers is Salem Village; it all comes flooding back to them as soon as they find that some of their relatives, and even their closest friends, are witches. At the stroke of 12:10, they both turn eighteen, and their latent powers come out into the "open". Their "open". With the revelation and a want for a normal life on their minds, will they accept their heritage or just choose to remain ordinary?--------------------

Why Oil Prices Are Killing The Economy

Have rising oil prices just put the final coffin nail in the entire 2009-2011 economic recovery?

Given the slowdown in China, the new recession in Europe, and the rocky bottom in the US economy, it certainly seems that way.

Oil?s Relentless March Higher

Oil prices emerged from their spider hole over two and half years ago. Having fallen from the towering heights of $148 a barrel in the summer of 2008, the early months of 2009 saw a return to prices in the $30s. Interestingly, during that great oil crash, the price of West Texas Intermediate Crude Oil (WTIC) spent only 20 trading sessions below $40. That is the exact price that most analysts only three years prior believed oil could never sustain as the world would pump ?like crazy? should prices ever reach such ?impossibly high levels.?

Given the enormous debt troubles the West is currently facing and the fact that oil has averaged over $100 during several months this year, it does seem reasonable to suggest that, once again, the economy has been pushed off a ledge by oil. Let?s take a look at oil prices over the past several years.

Although they won?t admit to it, many economists and older energy analysts have been simply blown away by the persistence of oil prices, especially in the weak economic environment post the 2008 crisis and financial market crash. How did oil prices manage to recover to $80 (let alone to $40 or $60), and make their way back all the way to $100? (And this is just a chart of WTIC oil. Brent oil has been even stronger the past year). Why, for example, has a 12% reduction in US demand and weak economies elsewhere in the OECD not translated to much cheaper oil prices? Why did oil not simply flatten out in price, post 2008? After all, many claimed oil was nothing but another in a series of ?Made in America? financial bubbles. With ?no shortage of global supply? (as many said), and with a market ?awash in oil? (as others said), why didn?t oil prices simply go to sleep at, say, $50 per barrel?

Do Higher Oil Prices Really Cause Recessions? (Answer: Yes)

Before we unpack some of the factors behind oil?s strength, I want to address the subject of oil prices and recessions. I think readers should be aware that some analysts reject any reflexive, easy causality between high oil prices and sharp contractions in the economy. There are a range of views on this topic, from those who embrace the idea of substitution to those who assert that oil prices and oil supply rise concurrently with movements in the economy.

Substitutionists tend to also be positive, or constructive, transitionists I might add. Many of these come from technical and engineering backgrounds, and often have very good exposure to economic theory. In their view, higher oil prices drive human innovation and spur entrepreneurs to create new technology. High oil prices for them are actually a positive. Understandably, they also want all subsidies and other externalities, which we pay as a society to the fossil fuel industry, to be phased out. And frankly, I sympathize with that view.

Meanwhile, analysts who see the relationship between energy supply and the economy as more equalized, more symbiotic if you will, tend to hold the view that if the economy demands more oil ? and is willing to pay the price ? then the earth will reliably ?give it up? to the resource extractors over time. You can see this view very much at play currently, in the excitement over natural gas and also oil extracted from shale. Indeed, the learning curve, in which the hydraulic fracturing technique moved from experimentation to perfection, conforms very much to theory.

If one expands on these two schools of thought ? human innovation that conquers limitations, and a symbiotic view of the economy and energy supply ? it becomes rather easy to imagine that high oil prices present a real but rather small problem for the economy.

Of course, I take a different view.

Writing with my friend and colleague Chris Nelder at the HBR Blog earlier this fall, we warned of not one but two risks associated with stubbornly high oil prices. First, we referred generally to the history of oil spikes and recessions, noting that in the post-war US economy, one generally followed another. For an economy that has been geared towards oil for many decades, this should come as no surprise, especially when energy expenditures rise over certain thresholds, as they did in the 1970s, and again more recently. But we also warned that an over-confidence had developed over the decades, especially in America, and that any pressure from energy prices was ultimately solvable. And we encouraged corporate management to be more skeptical of the idea that the global oil and gas industry would be able to continue bringing to market resources that most could afford.

One of the more thoughtful reactions to our essay came from Michael Levi at the Council on Foreign Relations. Levi called into question whether any reliable threshold existed, regarding energy expenditures to GDP, that would trigger recession once crossed. In a general sense, that strikes me as reasonable. And to clarify, the notion of proving a magical threshold ? say, when energy expenditures to GDP rise above 5% ? was not exactly our central point. Indeed, I would agree with Levi more specifically that the rate of change might be at least as damaging, if not more so, than any threshold. In Does Expensive Oil Inevitably Cause Recession?, Levi also makes an additional point worthy of attention:

There is, however, a possible back door explanation for why high petroleum expenditures relative to GDP seem to correlate with recessions even if they don?t do a good job explaining them: it is easier for petroleum expenditures to undergo big changes in short periods of time if they are starting from a high level. If, say, the price of oil rises 50% from a starting point where petroleum expenditures are 2% of GDP, the change in spending is 1% of GDP; in contrast, if the price of oil rises the same 50% from a starting point where petroleum expenditures are 6% of GDP, the change in spending is 3% of GDP. Whatever your transmission mechanism ? supply side contraction, demand destruction, shifts in consumer preferences for durable goods ? the 3% jump is going to be far more economically damaging than the 1% one. Indeed the years where oil spending was high but recession was absent generally come from a period where prices were fairly stable.

As we look at the historical table from EIA Washington, showing expenditures to GDP from 1949-2010 (pdf), illustrative to Levi?s point are the levels from which we rose, starting in 2004. Because in 2003, the level was already sitting at 6.8%. But in 2005, it rose to 7.3%, and then reached the very high level of 9.8% in 2008. Today I am mainly concerned with the outlook to 2012, given that the global economy was granted only the most brief reprieve from high energy prices in 2009, before resuming in 2010 and this year, 2011. To provide the most to up-to-date data, let?s also look at the chart, also from EIA Washington:

Understanding Causality

It is difficult to satisfy a demand for precision ? when asserting that high energy prices, or fast rates of change in energy prices, or energy-prices-to-GDP thresholds ? has caused a recession. The most significant hurdle lies in the organic complexity of the economy itself. With all of its political and cultural variances, and the mercurial nature of social moods and trends, how does one make certain claims about such a large system?

Some have suggested therefore that high or rising oil prices cause changes in GDP ? and hence, recession. To try to put this in layman?s terms, Clive Granger attempts to assert causality within a more uncertain matrix, saying essentially that certain events follow others reliably, but in a sequence where causality is difficult to quantify. As has been pointed out by some, Granger is unfortunately paired with the word causality, when in fact it is really a test or a method by which to determine predictability. (For some of the best work on energy prices and recessions, and Granger Causality, I point readers to the work of James Hamilton, who also runs the popular macroeconomics blog, Econbrowser.)

A broader discussion of the economic impact of energy prices would also include the problem of energy transition. Or, if you like, the broader subject of adaptation. For example, perhaps oil-induced recessions historically were exacerbated or ultimately made possible by policy mistakes. It once was the habit of central banks to raise interest rates in the face of higher oil prices. But what if the economy had simply been left to handle higher prices on its own? More recently, Ben Bernanke has allowed that the central bank cannot control oil.

There?s not much the Fed can do about gas prices per se. After all, the Fed can?t create more oil. We don?t control emerging markets. ~ Ben Bernanke, 2011

This suggests an evolution in thinking over his predecessors. Could the economy adapt better to resource price pressures if policy mistakes were not a feature of the economy?

I?m not so convinced of that, either. After all, the volatility in free markets can have its own deleterious effect on new investment. One of the most vexing features of any reliance on high fossil fuel prices alone, as a trigger for investment in alternative energy, is the volatility of prices. If those with capital are to be encouraged to invest in new energy technologies, many of which capture more diffuse energy ? or which create energy, but at a higher cost ? then there must be some confidence that cheap fossil fuels will not re-enter the scene, making new investment uneconomic. Encouragingly, that particular issue now looks more resolved than ever because the price of the master commodity ? oil ? which is still the primary energy source of the world, is now structurally higher and is almost certain to stay that way.

Asking the Right Question

And so, to answer the question, Do high energy prices cause recessions? I would say with full respect to uncertainty and causality, yes. Eventually, however, the energy transition away from fossil fuels will gather enough momentum that we will interpret high-energy prices differently: We will say they (helpfully) forced a necessary transition. But as we are so early in any global transition to alternatives, it would be better for economists, policy makers, and business to consider the Douglas Adams quote that?s in the header of this essay. Trying to prove that black is white may be a noble effort, in the fullness of epistemology and causality, but in the short term it could get you run over in a crosswalk.

We face a more immediate question: Is the global economy headed back into recession in 2012? Almost certainly, I think.

TLC's Next Great Baker revealed a shocking post-production detail during its episode last week: the eliminated contestant, Wesley Durden, had killed himself. TLC ran a note that served as Durden's In Memoriam: "TLC extends its deepest condolences to the family, friends, and colleagues of Sgt. Wesley Durden, who died October 24. He will be warmly remembered by the cast and crew of Next Great Baker."

Simon Cowell's The X Factor chose it's winning star, Melanie Amaro, who revealed that a good chunk of her $5 million cash prize would go her mother! Melanie said she was going to buy her mother a house and following that sweet splurge, plans to give herself a much deserved vacation with a "first class plane ticket to Hawaii."

Jennifer Lopez and Marc Anthony split five months ago, but we brought you footage of the estranged couple on a beach in Puerto Rico just last month. The former couple travels throughout Latin America in search of the most spectacular talent they can find.

It was announced on Monday that Chaz Bono and his fianc?e Jennifer Elia had split and canceled their engagement. Bono's rep Howard Bragman confirmed to ET that the engagement is off and Chaz and Jennifer were "no longer a couple." "They leave this relationship with great love, respect and affection toward one another. No further amplification will be forthcoming and they ask that you respect their privacy at this time," Bragman said in a statement.

American Idol runner-up Adam Lambert was arrested on Thursday along with his boyfriend after the two were involved in a fight outside a bar in Finland. Lambert and his Finnish boyfriend Sauli Koskinen were taken to jail and interrogated about the incident but later released. The singer later tweeted about the incident: "Jetlag+Vodka=blackout. Us?blackout=irrational confusion. jail+guilt+press=lesson learned. Sauli+Adam+hangover burgers= laughing bout it. :)"

The American Cancer Society Lost a Few More Supporters | Friendly ...

Not to rehash that whole controversy again, but here?s a story worth sharing, courtesy of blogger vnectar:

I said [to my husband,] ?Hey honey, I did a good deed today! I convinced K. not to donate money to the American Cancer Society!?.

Then I started laughing because I realized that I would sound like a monster to anyone not aware of the drama surrounding the ACS and an atheist organization who wants to donate an assload of money to them, but isn?t allowed.

Anyway, K. is organizing an event at work to raise money for a specific kind of cancer, so when she mentioned donating to ACS, I countered with links to stories about the drama and suggested a smaller charity that?s specific to the kind of cancer she?s raising money for. She agreed that the ACS isn?t worthy of her efforts, which made me feel a bit victorious.

There was no good reason for the ACS to reject money just because it came from atheists, and I hope that someone at the organization was reprimanded for turning away half a million dollars that could have gone toward a worthy cause.

But if they don?t want atheist-tainted money, there are other groups we can give our money to. And we will.

vnectar concludes her post with this:

? I realized that the ACS has no idea that their behavior is costing them donations from other avenues that aren?t at all atheist-related.

How do we let them know?

Simple: If the opportunity arises, we tell people why we?re no longer making contributions to the ACS. We point them toward other groups which focus on similar issues. We refuse to let the ACS get away with discrimination.

Also: The American Cancer Society still has a Facebook page and it?s been lacking atheist input lately?

ROME (AP) ? Italy's health ministry on Thursday asked hospitals to track down women who received silicone breast implants made by a suspect French company due to concerns the implants may be unsafe.

The ministry's health council also said the national health system would pay to have the Poly Implant Prothese, or PIP, implants removed if medical conditions required it, such as if they ruptured.

While saying there was no proof of any greater cancer risk among women with PIP implants, the council suggested that women with the implants contact their surgeons because there's a "greater probability of rupture and inflammatory reaction."

The council met Thursday in an emergency session on the eve of an expected decision by French health authorities over whether to recommend mass surgery for thousands of women who received PIP implants.

French investigators say the implants were made with cheap industrial silicone, not medical grade silicone, and that more than 1,000 women in France have had one or two implants burst. In addition, there have been eight cases of cancer among women with the implants, including one who died in November.

Italy's health ministry estimates that about 4,000-4,300 PIP devices have been implanted in women in Italy. From 2005 to today, some 24 ruptures have been reported.

Italy recalled the implants April 1, 2010, a day after French health authorities reported that they had suspended the sale, distribution and exportation of PIP implants after discovering that the vast majority were made with industrial silicone.

Washington drug board warns of methadone risks

SEATTLE (AP) -- A Washington state drug board has decided to warn pharmacies about the risk of overdose deaths from prescribing methadone as a painkiller.

The Pharmacy and Therapeutics Committee voted Wednesday to send a health advisory next week to more than 1,000 pharmacists and drug stores. That will be followed by an advisory to about 17,000 health care professionals.

The Seattle Times reports ( http://is.gd/CN52Hv ) it's a public acknowledgment that methadone can be more unpredictable than other pain drugs.

An investigation by the paper found that at least 2,200 people have died since 2003 from unintended overdoses linked to methadone.

The state steers Medicaid patients, workers' compensation recipients and state employees toward methadone because it costs less than a dollar a dose.
