(AP) ? For athletes, the Olympics are about the gold. For London organizers, the Olympics are about the pink, the purple and the orange ? colors that will give the 2012 games an immediately recognizable look.

Cities, towns and hamlets all over Britain are getting ready for their once-in-a-lifetime TV close-ups.

Take Mole Valley, a community of 80,000 near London that is hosting the Olympic cycling road race. It has asked residents to plant dahlias, petunias and sunflowers in Olympic-approved shades so when the riders swish past on July 28-29, television viewers will be left seeing swishes of pink, purple and orange.

It's not an accident: Making Britain memorable is considered critical to the long-term success of the games.

"What will people be reminded of when they pull out the T-shirt, the pin?" asked Greenwich University marketing department professor Peter Vlachos. "Will they remember London or the Olympics?"

Work is being done now in hopes that viewers ? and potential tourists in particular ? fondly remember the U.K. and not just the sports. Britain's leaders will spend 9.3 billion pounds ($14.6 billion) on the games, but hope that tourism and outside investments will repay billions in revenue over time.

A barge carrying huge Olympic rings is sailing down the Thames on Tuesday ? a precursor of photo opportunities to come. Local neighborhoods without the money to hire a barge for the day need only consult Olympic organizers' "Look Book" to get ideas ? and purchase materials ? to festoon their buildings in games-approved decor.

London's look is predominantly pink, aqua blue, yellow, purple and green ? big colors in shards that slash at the edges of Olympic banners.

"The people who are running these things and their paymasters and mistresses have convinced themselves that you hold these things to sell yourselves to the world," said David Goldblatt, who wrote "How to Watch the Olympics," with co-author Johnny Acton. "The selling of brand GB(Great Britain)/London is at the heart of the rationale."

This is not an idea unique to London. Hollywood-conscious Los Angeles recognized in 1932 that the games offered a platform for selling its image as the capital of glitz and sun. Organizers planted palm trees along Wilshire Boulevard, making it seem bigger, more stately ? a feel that is readily identifiable as Californian.

"If people are going to take pictures, you've got to dress the set," Goldblatt said. "The genius of Los Angeles is that they realized it."

Then Los Angeles supplied the cast ? having Hollywood stars appear at the Olympic Village. Screen idols like Mary Pickford hosted parties. The Marx Brothers went to athletics events. Movie mogul Louis B. Mayer had athletes over for coffee.

Although it's a world away from Los Angeles, cycling venue Mole Valley is beside itself with excitement, planning British street parties, contests for kids, welcome centers for tourists.

"The games will put Surrey on the map," said Denise Saliagopoulos of the Surrey County Council, who predicts the games will attract 1 million tourists a year.

No one is forcing any community to take part. Banner hanging and flower planting are optional.

In London, organizers will hang the Olympic rings from the famous Tower Bridge. Light displays are also planned.

In a separate move, Olympic organizers also are working to keep out any advertisers trying to sneak in a publicity stunt. Organizers have imposed strict advertising regulations along the route to protect Olympic sponsors from unwanted competition.

"Where a company deliberately attempts to create an authorized association with London 2012 we will take swift and firm action," organizers said in a statement.

London's Olympics organizers aren't really talking too much about look yet ? preferring to wait until a big launch in the spring. One might say they are a tad media-shy, as their early attempts at a unified look have not been met with acclaim.

The unveiling of the 2012 London logo was met by a wave of derision. Iranian hard-liners complained that the squarish design spelled out the word "Zion" as opposed to the numerals "2012." Impromptu contests sprang up in the blogosphere to offer alternative logos featuring icons like Big Ben or the London Eye.

But that doesn't mean organizers won't go to great lengths to make sure London and other sites hosting the games look just so.

The marathon route originally was supposed to go through gritty areas in east London where the Olympic Park is located. But ? mindful of television images ? organizers rerouted the race so it now passes classic London landmarks.

Civic leaders in east London, however, were outraged. After six years of living next to one of Europe's biggest construction projects, they were hoping to reap the benefits of being on the world stage.

"It just makes you feel as if they were completely ashamed of that part of London," said Andrew Boff, a Conservative politician. "It didn't fit with TV angles."

An openly gay marine has caused a stir online after sharing the traditional home-coming first kiss with his boyfriend in Hawaii.

Sgt Brandon Morgan of Oakdale, California, was captured as he jumped into the arms of boyfriend, reported by International Business Times to be called Dalan Wells.

The pair embraced and locked lips as they were reunited following the end of Morgan?s Afghanistan tour with the US Marines.

They join a longstanding tradition of military personnel vying to share the ?first kiss? with their partners on returning home from operational tour.?

The picture went viral after being posted on the Gay Marines Facebook page and popular gay blogs Joe.My.God and Towleroad, receiving more than 18,000 ?likes? and almost 4,000 comments since Saturday.

?Welcome home and thank you for your service!? wrote one commenter. ?This is an awesome picture! Love knows no gender, race, creed or sexual preference.?

?Welcome home Marine!? wrote another. ?Thank you for your service! As a veteran of the U.S. Army it brings tears to my eyes to see you be able to express your love without fear. God bless you and your BF. May you have many more years together!?

During his deployment Morgan recorded a Christmas message dedicated to ?all my friends and family? but without mention of Wells.

Responding to Facebook comments he described Wells as ?the giant in the photo? and quipped ?can?t believe how many shares and likes we have gotten on this?.

YouTube: Sgt. Brandon Morgan recorded a video wishing his friends and family a happy Christmas and New Year.

He added: ?To everyone who has responded in a positive way. My partner and I want to say thank you.

?We didn?t do this to get famous, or something like that, we did this cause after 3 deployments and four years knowing each other, we finally told each other how we felt.?

The photo of Sgt Morgan and his partner comes five months after the military?s ban on openly gay service expired.

Their ?don?t ask, don?t tell? policy that had banned openly gay men and women from serving in the US military ended last September.

The pair have followed in the footsteps of Petty Officer 2nd Class Marissa Gaeta of California and Petty Officer 3rd Class Citlalic Snell of Los Angeles who in December became the first lesbian couple to share the traditional home coming first kiss.

They were seen embracing on the pier at Virginia Beach, Virginia after their ship docked following an 80-day deployment to the Caribbean.

Speaking at the time of the kiss Snell said she believed their experience wouldn?t be the last one for gays and lesbians in the military.

FAA wants to boost airline pilot qualifications

Airline co-pilots would have to meet the same experience threshold required of captains ? the first boost in four decades ? under regulations proposed Monday by the Federal Aviation Administration.

The proposed regulations would increase the minimum number of flight hours required to fly for a commercial air carrier to 1,500 for all pilots. Captains already have to meet that threshold, but co-pilots currently need only 250 hours to fly for an airline.

The proposal is the first increase in the threshold to become a co-pilot since 1973, when the FAA raised the minimum number of hours from 200 to 250.

Co-pilots would also need a "type rating" specific to the airliner they plan to fly, another requirement that has only applied to captains thus far. That would mean additional training and testing.

The FAA was required to propose the new threshold under an aviation safety law enacted in response to the crash of a regional airliner near Buffalo, N.Y., three years ago. Fifty people were killed.

Both the pilots in that accident had more than the minimum 1,500 hours. But the crash, which was blamed on pilot error, turned a spotlight on hiring and training at regional airlines. Pilot unions and safety advocates told Congress that co-pilots were sometimes hired at low wages with barely more than the 250-hour minimum and allowed to fly passengers after meeting no-frills training requirements.

"Our pilots need to have the right training and the right qualifications so they can be prepared to handle any situation they encounter in the cockpit," said Michael Huerta, FAA's acting administrator.

The proposal contains two carve-outs to the new experience requirements that weren't called for by Congress: Former military pilots will need only 750 hours to fly for an airline, and graduates of university or college flight schools need only 1,000 hours.

Hours accumulated flying small planes up and down beaches towing banners or other basic flying isn't as effective as fewer hours of quality training, FAA officials have said previously.

"The FAA believes a combination of training and flight experience is what makes a candidate qualified to fly" for an airline, the proposal said.

Most airlines require both captains and first officers to have more than the 1,500 hours, but those standards have sometimes dipped during periods when airlines were expanding and the pool of experienced pilots is shallow. Raising the experience threshold for pilots may force some airlines to raise wages, adding to financial pressures at a time when high fuel prices are eating up profits.

University flight schools have fiercely opposed the 1,500 hour requirement, arguing that it could make an airline career unaffordable because students would have to invest tens of thousands of dollars in extra flight time in addition to what they spent on college tuition. Some students might skip college altogether and use the tuition money for extra flight lessons.

But proponents of the new safety law, including pilot unions and air crash victims' families, said at the time the law was passed that in today's airlines where captains and first officers are expected to be able to fly planes equally well there should be no difference in the standard they are required to meet.

Scott Maurer, whose daughter Lorin was killed in the Buffalo crash, said he wasn't troubled by the carve-outs for some pilots since the FAA is still requiring co-pilots meet the same training and skills tests as captains before they can fly for an airline.

"Anything that prevents something like (the Buffalo crash) from happening again is a good thing," he said in a telephone interview Monday. "There is some comfort in knowing that another family might not have to feel the same things we do."

The public has 60 days to comment on the proposal.

Last GI slain in Iraq killed by Iran-backed group

A Shiite extremist group handed over a simple wooden casket containing the remains of the last U.S. soldier missing in Iraq, a prominent Iraqi lawmaker said Monday, drawing a close to a case that has anguished the American's family since his 2006 disappearance.

Shiite lawmaker Sami al-Askari, a close ally of Prime Minister Nouri al-Maliki, said the remains of Staff Sgt. Ahmed al-Taie were turned over last week as part of a prisoner exchange agreement between the Iraqi government and the militant group Asaib Ahl al-Haq.

The Pentagon confirmed Sunday that it had recently received remains that were verified as al-Taie's. But al-Askari's comments provide the first confirmation that Asaib Ahl al-Haq, an Iranian-backed insurgent group, was responsible for the 2006 kidnapping of al-Taie after the Iraqi-born soldier sneaked out of the heavily guarded Green Zone in Baghdad to visit his wife and family on a Muslim holiday.

Al-Askari said Asaib Ahl al-Haq last week acknowledged killing al-Taie within a year of his October 2006 abduction. He said he did not know exactly when al-Taie was killed.

After search, Army identifies remains of last unaccounted soldier in Iraq

In an interview with The Associated Press, al-Askari said he supervised the negotiations for al-Taie's body and was present when Asaib Ahl al-Haq turned over a simple wooden casket containing the remains to Iraqi authorities on Feb. 22. He said the casket was immediately transferred to the U.S. Embassy in Baghdad.

"The Iraqi authorities did not open the casket, which was not heavy," al-Askari said. He said the negotiations for al-Taie's body had been taking place "for a while."

Al-Taie moved to the United States at age 12 after his family left Iraq in the late 1970s, when Saddam Hussein was ascending to power. His family described him as a pilot and airplane mechanic who lived with his parents in Ann Arbor, Mich.

He met his wife during a trip to Iraq shortly after Saddam's fall from power in 2003. In December 2004, he joined an Army reserve program for native speakers of Arabic and other strategic languages, and deployed a year later to Iraq, where he worked with a Provincial Reconstruction Team in Baghdad until he was kidnapped in 2006.

At the time he was seized, kidnappings for ransom or political motives, mostly of Iraqis but also many foreigners, were common. The February 2006 bombing of a Shiite mosque by Sunni insurgents caused retaliatory bloodshed to spiral, and death squads roamed Iraq's streets.

After al-Taie disappeared on Oct., 23, 2006, American commanders immediately launched a massive manhunt for him. About a week later, a family member received a ransom demand and was shown a grainy video on a hand-held device of a man whom extremists claimed was al-Taie.

Relatives demanded better proof, and negotiations with various intermediaries lasted for years. Al-Taie was last seen four months after his abduction in a video posted on the Internet by a Shiite militant faction called the Ahl al-Bayt Brigades, which is linked to Asaib Ahl al-Haq.

Asaib Ahl al-Haq, or Band of the People of Righteousness, is a Shiite militant group in Iraq. It generally relies on Iran, the regional Shiite power, for support, including around $5 million in cash and weapons each month, according to Iraqi and U.S. intelligence officials. Officials believe there are fewer than 1,000 Asaib Ahl al-Haq militiamen, and their leaders live in Iran.

The Pentagon has said it recently received remains that have been confirmed as al-Taie's at the U.S. military mortuary in Dover, Del. It offered no details, and the U.S. Embassy in Baghdad referred questions Monday to the Pentagon.

A U.S. official with knowledge of the situation said al-Taie's body arrived in Dover Feb. 25 and his family was notified early on Feb. 26. The official spoke on condition of anonymity because the sensitivity of the details of family notification.

Al-Askari said al-Taie's remains were handed over as part of an amnesty exchange agreement with Asaib Ahl al-Haq, under which the group will not face criminal prosecution or penalties if it disarms or turns over prisoners.

Marine to serve no time in Iraqi killings case

"There will be no persecution or legal measures against the Asaib people in the case of al-Taie," al-Askari said.

Al-Taie's uncle, Entifadh Qanbar, expressed resigned dismay Monday that al-Taie's killers might not be punished, but said he had not yet been notified by any government about the circumstances surrounding the killing.

"I have to see the details but I don't think a murder should stand without the law taking place," Qanbar said Monday in a telephone interview from Dubai, United Arab Emirates. "Everybody who commits murders should face court."

He indicated that Iraqi authorities should take responsibility for prosecuting the killing. "I don't know if the United States could do anything without the Iraqis," Qanbar said.

Surgery for obesity improves lives and may save money. There are two very commonly performed operations to treat morbid obesity in the UK but it is unclear which is the most effective and provides the greatest benefit for patients and the NHS.

The BY-BAND study led by the University of Bristol and funded by the National Institute for Health Research Health Technology Assessment (NIHR HTA) programme will compare the outcomes of stomach bypass and stomach band operations.

Professor Jane Blazeby, Consultant Upper GI Surgeon in the School of Social and Community Medicine at the University of Bristol, who is leading the study, said: "Obesity is an increasing health problem in the UK, which is predicted to worsen. Current national guidelines recommend that surgery should be considered for morbidly obese people or for those remaining obese after trying other options.

"The BY-BAND study will compare two types of operation, gastric bypass and gastric banding, to find out which one has the greater benefits."

BY-BAND will compare weight changes over three years between the two types of surgery and test specifically whether better overall quality of life is achieved with bypass surgery.

Due to the way surgery is organised BY-BAND will have a short preliminary phase in two hospitals to work out the best ways to involve patients, surgeons, and other health professionals before including more centres across the country.

The research team plan to study over 700 very over weight patients in a randomised trial. BY-BAND will also document differences in surgical complications, both at the time of surgery and for up to three years, and value for money for the NHS between the operations.

Obese adults who are referred for obesity surgery under current government guidelines can participate in the study. Half of patients who take part will be treated with gastric band surgery and the other half with gastric bypass surgery. Both operations are currently in use and neither operation is new or experimental. The type of operation will be decided by randomisation.

Participants will also be asked to complete a series of questionnaires about their quality of life, and some participants will be interviewed about their experiences of treatment decisions. Researchers will also ask participants to provide two blood samples in addition to the samples they would give as part of their normal care, for future research into obesity.

There will be two centres (Taunton and the University of Southampton) taking part in the trial in phase one and eight centres taking part in phase two. The study will be co-ordinated from the Clinical Trials and Evaluation Unit at the University of Bristol.

The study is expected to start recruitment in April 2012 and will run for approximately eight years, until the last recruited patient is followed-up. The trial will be recruiting patients until 2015 and the findings will be published in 2018.

Surgery for obesity improves lives and may save money. There are two very commonly performed operations to treat morbid obesity in the UK but it is unclear which is the most effective and provides the greatest benefit for patients and the NHS.

The BY-BAND study led by the University of Bristol and funded by the National Institute for Health Research Health Technology Assessment (NIHR HTA) programme will compare the outcomes of stomach bypass and stomach band operations.

Professor Jane Blazeby, Consultant Upper GI Surgeon in the School of Social and Community Medicine at the University of Bristol, who is leading the study, said: "Obesity is an increasing health problem in the UK, which is predicted to worsen. Current national guidelines recommend that surgery should be considered for morbidly obese people or for those remaining obese after trying other options.

"The BY-BAND study will compare two types of operation, gastric bypass and gastric banding, to find out which one has the greater benefits."

BY-BAND will compare weight changes over three years between the two types of surgery and test specifically whether better overall quality of life is achieved with bypass surgery.

Due to the way surgery is organised BY-BAND will have a short preliminary phase in two hospitals to work out the best ways to involve patients, surgeons, and other health professionals before including more centres across the country.

The research team plan to study over 700 very over weight patients in a randomised trial. BY-BAND will also document differences in surgical complications, both at the time of surgery and for up to three years, and value for money for the NHS between the operations.

Obese adults who are referred for obesity surgery under current government guidelines can participate in the study. Half of patients who take part will be treated with gastric band surgery and the other half with gastric bypass surgery. Both operations are currently in use and neither operation is new or experimental. The type of operation will be decided by randomisation.

Participants will also be asked to complete a series of questionnaires about their quality of life, and some participants will be interviewed about their experiences of treatment decisions. Researchers will also ask participants to provide two blood samples in addition to the samples they would give as part of their normal care, for future research into obesity.

There will be two centres (Taunton and the University of Southampton) taking part in the trial in phase one and eight centres taking part in phase two. The study will be co-ordinated from the Clinical Trials and Evaluation Unit at the University of Bristol.

The study is expected to start recruitment in April 2012 and will run for approximately eight years, until the last recruited patient is followed-up. The trial will be recruiting patients until 2015 and the findings will be published in 2018.

After Santorum lost his 2006 Senate bid, the Pennsylvania Republican went to work consulting on public policy issues for Consol, his hometown energy company, earning $142,500.

How have they repaid the favor?

Exelon's executives haven't given a cent to Santorum's 2012 White House bid, but they've given generously to President Barack Obama ($40,625); Mitt Romney ($9,500); Rick Perry ($9,000); Jon Huntsman ($3,100); and Ron Paul ($970).

Consol executives, meanwhile, have contributed $8,500 to Santorum's campaign, a far cry from the $32,700 they donated to Romney after hosting a fundraiser last October for the ex-Massachusetts governor at the Consol Energy Center, home of the NHL's Pittsburgh Penguins.

Adding insult to injury, Consol also wrote a $150,000 check last summer to the Romney-affiliated super PAC Restore Our Future, which has recently escalated its attacks on Santorum as he's surged to the front of the GOP field.

It's an example of how political giving isn't just about ideology, friendship or even loyalty ? but backing the right horse when an industry has practical policy interests at stake, as is the case for energy.

Santorum's gotten so little love from the energy industry because of doubts over his electability, especially compared with Romney, according to several energy industry officials.

"Most people in the energy industry are pretty rational and relatively adult," said a former George W. Bush administration energy official not connected to any campaign. "That's one appeal to Romney. He's a serious guy. The others I don't take as seriously."

GOP energy strategist and lobbyist Michael McKenna said the industry's cold shoulder isn't too surprising for two reasons. "First, most of the energy lobbyists and lawyers in D.C. who play this game have already committed to Romney, so they are restraining whatever impulse their clients might have to give to anyone else," he said.

"Second, it is probably important to remember that a lot of energy companies are kind of squishy dealmakers," he added, noting Exxon's past advocacy for a carbon tax, Exelon's backing for Obama EPA climate regulations and natural gas heavyweight Chesapeake Energy's recently-ended alliance with the Sierra Club to fight coal companies.

"The coal companies are famously idiosyncratic. And they are here," added McKenna, who had been advising Rick Perry's presidential campaign.

Of course, Santorum's not been completely isolated on the energy front. The Red, White and Blue Fund, a super PAC that's promoting his candidacy, snagged a $1 million donation last month from William J. Dore, the founder of a Louisiana energy company who made a fortune selling and servicing offshore drilling equipment.

Energy also often comes up in Santorum's attempts to be the conservative alternative to Romney. He routinely questions global warming science and enjoys throwing punches at Obama's environmental record, including the unsuccessful bid to pass cap-and-trade legislation.
